Ringbahn Communities is a new public system which operates through the transformation of the obsolete typologies along the ringbahn railway to imagine the holistic dimension of the city. The new system is connected with the existing railway infrastructure which is operating around the city by creating and connecting different stops of various conditions of the urban life.
The new public system promotes the values of the urban life like collectivity, publicity, ecology, accessibility, equality, diversity which remain over time even the spatial system has changed. In each stop, the ambition is to deal with different issues of the city (housing, health, education, culture, public access, green space, security, leisure… ) with respect to the site specific conditions to create encounters between all inhabitants. It also aims to tackle the issues about sustainability not only from material and building technology perspective but also considers social, economic and spatial pressures of the city.
Stop Neukölln is the part of the new public system. The proposal is an urban concept to transform the future obsolete space of ‘Kaufland Neukölln’ which is mono-functional commercial and parking area into the resilient urban space by prioritising public and social program for the city. It also questions the future of living in the city by combining diverse program: social housing, cultural, production and community spaces integrated with different open public and green spaces. It is also a manifestation of the concept that works closely with the relationship between interior and exterior spaces as well as the boundaries of public and private.
It is located in a very busy, active, demographically diverse and socially disadvantaged area of the Berlin, next to the ringbahn station Neukölln. The existing building on the site - the dinosaur - is a supermarket with two floors and with a 8.000 square meters rooftop parking deck. The site is almost totally sealed, %98 percent.
The idea is first to wrap up the existing building like a ring without demolishing it. By doing so it activates the site and creates new inner circulation around it. The new linear volume adapts itself to the site-conditions: property line, setback distance, firewalls, existing ramp, exterior staircases and the level differences on the site.
Strategically on the ground floor where the main entrance is, the cultural and public program is located. The new pedestrian street, ateliers and the gallery are also on the ground level. The new volume also creates different open spaces: two new public courtyards: cultural and maker’s, one big programmable roofscape (previously parking lot) , and new public rooftop of the proposal. On the level of the roofscape -first floor- the spaces which has an access to the roofscape are programmed with community, co-working and rentable studios for social program, on the other side the living units are located. The living units at the upper floors has different types. The variations are related to the size, orientation and the user groups.
Exterior staircases connect all the levels and on each landing the terraces and the common spaces are organised around them, the balconies are also part of it. Exterior circulation is designed not only for passing by but also as an extra space to spend time and appropriation. The new circulation not only connects the living units but also creates access inside of the ‘dinosaur’ for the future transformation.
The proposal is a future vision for the city. It’s exemplified on a site but during the whole process the ideas and the topics that are discussed, belong to global issues and the bigger narrative that the cities are facing everywhere. In this scenario, Ringbahn Communities: Stop Neukölln represents careful transformation of existing building stock and potentials of the site.
